Key Responsibilities
As a Human Resources Clerk: Supervisor, you will be responsible for overseeing HR administration and ensuring compliance with public service policies. Key duties include:
- Administer recruitment and selection processes, including shortlisting and interviews.
- Prepare appointment memoranda and implement employee service benefits.
- Manage leave administration, performance rewards, and salary adjustments via PERSAL.
- Ensure Employee Health and Wellness programs are implemented effectively.
- Process resettlement benefits, housing allowances, recognition of long service, internal transfers, and state guarantees.
- Implement labour relations awards, salary structures, and job evaluation results.
- Supervise HR staff and oversee all Human Resources Administration functions.
- Ensure compliance with relevant legislation, including the Public Service Act, NPA Act, Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, and the Skills Development Act.
- Maintain accurate HR information and records for auditing and reporting purposes.
- Provide guidance and support to line managers on HR policies, procedures, and employee relations matters.
Requirements for Human Resources Clerk
- Qualification: B Degree (NQF 7) or Three-Year Diploma (NQF 6) in Human Resources, Public Administration, or related field.
- Experience: Minimum of 2 years relevant experience in HR administration.
- Skills & Competencies:
- Strong knowledge of PERSAL and HR information management systems.
- Understanding of public service legislation and regulations.
- Excellent planning, organizational, and problem-solving skills.
- Strong written and verbal communication skills.
- Ability to act independently, professionally, accountably, and with credibility.
- Proficient in MS Word, Excel, Outlook, PowerPoint.
- Leadership and staff supervision experience.
