Minimum Requirements
To be considered for this Legal Administration Officer position, you must have:
- An LLB qualification (Bachelor of Laws)
- At least 5 years’ appropriate post-qualification legal experience
- Knowledge of key legislation and frameworks, including:
- The Constitution of South Africa
- Public Finance Management Act (PFMA)
- Civil Procedure (High Court & Magistrate Court Rules)
- Promotion of Administrative Justice Act (PAJA)
- Promotion of Access to Information Act (PAIA)
- Protection of Personal Information Act (POPIA)
- Contract Law and Legislative Processes
- Skills in analytical thinking, legal drafting, project management, and communication
- Computer literacy and ability to work with legal research tools
Key Duties & Responsibilities for Legal Administration Officer
In this role, you will be responsible for:
Legal Opinions & Research
- Conduct in-depth legal research on policy, legislation, and case law to prepare accurate legal opinions
- Formulate precise legal questions and provide sound recommendations within permissible legal prescripts
- Consult with internal clients to confirm requests for legal advice
Legislation & Drafting
- Ensure legislative drafting adheres to statutory interpretation principles
- Draft or review proposed Bills and amendments to reflect departmental intentions
- Prepare cabinet memorandums and respond to issues raised in public hearings and parliamentary sessions
Litigation Management
- Assess whether to initiate or defend legal proceedings
- Draft instructions to the State Attorney and recommend appointment of suitable advocates
- Monitor cases from initiation to resolution and explore alternative dispute resolution (ADR) options
- Ensure court orders are implemented effectively
Contracts & Agreements
- Draft, vet, and review contracts, MOUs, and international agreements for legality and accuracy
- Conduct compliance checks to ensure contracts align with departmental objectives
- Liaise with stakeholders for contract negotiation and resolution of legal matters
Stakeholder Engagement & Reporting
- Respond to legal enquiries and draft legal correspondence
- Conduct awareness sessions on legal matters
- Provide inputs into the strategic planning and operational execution of the Directorate
- Submit accurate monthly and quarterly performance reports
