Role Overview (Human Resource Clerk)

The Human Resource Clerk will play a pivotal role in administering HR processes within the Provincial Service Centre. This role requires attention to detail, administrative expertise, and the ability to work independently while maintaining confidentiality and professionalism. The successful candidate will support the HR team in ensuring smooth operations and compliance with public service regulations.

Requirements for Human Resource Clerk

  • Matric Certificate.
  • Three (3) year National Diploma/Degree in Human Resource Management or equivalent qualification at NQF Level 6 (SAQA recognised) is advantageous.
  • Valid driver’s license is preferred.
  • Minimum of one (1) year functional experience in Human Resource Management is an added advantage.

Skills and Competencies:

  • Strong knowledge of PERSAL system, Public Service Act, Public Service Regulations 2016, Treasury Regulations, Employment Equity Act, and other relevant HR legislation.
  • Understanding of Performance Management and Development processes.
  • Excellent verbal and written communication skills.
  • Strong administrative, planning, and organizational abilities.
  • Exceptional interpersonal, problem-solving, decision-making, and conflict resolution skills.
  • Computer literacy in MS Office applications (Word, Excel, Outlook, PowerPoint).

Key Responsibilities

  • Administer recruitment, selection, and appointment processes within the Province.
  • Implement HR transactions on PERSAL, including appointments, transfers, pensions, housing allowances, injury on duty, and long service recognitions.
  • Facilitate performance management processes, training administration, and service terminations.
  • Ensure HR compliance with policies, procedures, and legislation.
  • Maintain accurate HR records, prepare reports, and provide support for HR audits.
  • Act as a point of contact for staff queries relating to HR policies, benefits, and procedures.
  • Contribute to initiatives aimed at improving efficiency, accuracy, and service delivery within the HR department.
