About the Role (Debt Collection Clerk)
The Department of Justice and Constitutional Development (DOJ&CD) is seeking a dedicated Debt Collection Clerk to join the Office of the State Attorney in Cape Town. This role plays a vital part in ensuring the efficient recovery of debts owed to the State, contributing directly to the financial sustainability of public services.

Minimum Requirements
To qualify for this Debt Collection Clerk role, you must have:
- Senior Certificate (Grade 12) or equivalent qualification
- 7–12 months relevant work experience in administration or debt recovery
- Proficiency in Microsoft Office applications
- Knowledge of legal debt collection procedures will be an added advantage

Key Duties & Responsibilities
In this Debt Collection Clerk role, you will be responsible for:
Legal Research & Advisory
- Conduct thorough legal research in areas such as administrative, contract, and constitutional law to support departmental decision-making
- Draft legal opinions grounded in case law, legislative analysis, and departmental context
Legislative & Policy Contributions
- Review and contribute to the drafting of legislation and amendments to ensure alignment with departmental goals
- Prepare cabinet memoranda and provide legal input during public hearings and parliamentary sessions
Litigation Strategy & Support
- Evaluate litigation risks and decide whether to initiate or resist legal action
- Liaise with the State Attorney’s Office and recommend suitable Advocates when required
- Track case progress from initiation through resolution, ensuring effective litigation management
Contract Management & Compliance
- Draft, scrutinize, and manage internal and international agreements
- Confirm that contractual language aptly reflects departmental intent and legal standards
Stakeholder Collaboration
- Engage with internal clients to verify legal interpretations and resolve legal queries
- Convey legal updates, trends, and implications to stakeholders across the department
Operational & Strategic Coordination
- Assist in setting legal goals into the directorate’s strategic plan and operational frameworks
- Submit timely monthly and quarterly legal and administrative performance reports to leadership
